ゲームの背景設定は仮想の星元紀年にあります。星元171年、地球上の人類は「ロウェル帝国」と「洲際連邦」の二大グループに分かれ、互いに対抗しています。星元201年、人類は地球から4700光年離れた休マン星系に、酸素がない以外は人類が居住できる条件を持つ惑星が存在することを発見しました。このため、二大グループはそれぞれ外星への移民計画を展開し、この計画が両陣営の存亡を決定づける鍵になると考えています。
ゲームではプレイヤーは「洲際連邦」の指揮官となり、各ステージで指定された惑星に降下し、現地の資源を利用して移民都市を成功裏に築くことを目指します。プレイヤーは、ミッションの制限時間内に連邦が設定した目標（例えば、都市の人口を一定数まで増やす、または帝国の行政中心を破壊する）を達成すれば、そのミッションを成功とみなされ、連邦から昇進と評価を受けることができます。
すべての与えられたミッションを完了すると、連邦の「移民計画実行委員会」からプレイヤーに最終的な職務が授与されます。プレイヤーのミッションでのパフォーマンスに応じて、その職務は連邦四院の顧問から洲際連邦の総主席まで異なる場合があります。
