『三国志II』は1989年に光栄が制作した歴史シミュレーションゲームで、『三国志』シリーズの第2作目です。本作は前作を引き継ぎ、中国の文学名著『三国演義』を基にゲーム内容が設計され、いくつかの新しいゲーム要素が追加されています。ゲームの背景音楽は向谷実が作曲しました。
本作は前作を踏襲し、『三国演義』の小説内容に基づいてキャラクターが設定されています。プレイヤーは君主の役割を担い、内政、軍事、外交、計略などの指示を通じて部下の武将を指揮し、最終的な目標は41の国に分かれた中国全土の統一です。ゲームは対応する機種によって異なり、4、8、12名の君主を同時に操作することができますが、一部の君主は非プレイヤーキャラクターとして、シナリオの初期設定時には選択できません。
