《殖民計劃》（也稱《移民計劃》），是光譜資訊 R6Bison 於1996年發行的一款DOS下的結合模擬經營的即時戰略遊戲。
遊戲的背景設定在虛擬的星元紀年中。星元171年，地球上的人類分為「羅威爾帝國」和「洲際邦聯」兩大集團相互對抗。星元201年，人類發現距離地球4700光年的休曼星系中，存在除了沒有氧氣外條件適合人類居住的星球。兩大集團因此各自展開了移民外星球的計劃，並認為該計劃將是決定這兩大陣營存亡的關鍵。
在遊戲中玩家扮演「洲際邦聯」的指揮官，在每個關卡中前往指定的星球降落，並設法運用當地的資源成功建立一個移民城市。玩家只要在任務時限內達到邦聯所設定的任務目標（如將城市人口提升到某一數值或摧毀帝國的行政中心），就算是成功完成該次任務，並將獲得邦聯授予的晉級和評價。
當玩家完成所有的給定任務後，將由聯邦的「移民計劃執行委員會」授予玩家最終的職務。根據玩家在任務中的表現不同，職務可能是聯邦四院的顧問乃至洲際聯邦的總主席。
