一本道のストーリーではなく、プレイヤーの選択が“歴史”として積み上がるタイプの帝国建設ストラテジー。拡張、研究、外交、戦争の積み重ねがそのまま叙事詩になり、近未来を越えて 西暦2300年まで文明を導くスケール感がシリーズ（Call to Power系）の持ち味。
やることはシンプルに 4X：建設→発展→交渉or戦争。特徴として、公共工程を使ったタイル改良（Public Works）や、環境汚染とその対策を外交で扱える点が挙げられます。勝利条件は征服・永久同盟（平和）・科学（ガイアコントローラー）・スコアなど複数。
