《三国志IV》是光荣早期“三国志”系列中完成度很高、也极具代表性的一作。游戏依旧以东汉末年到三国时代的群雄争霸为背景，玩家从不同剧本中选择君主，通过内政建设、武将任命、外交运作与军事征伐，逐步扩张势力，最终实现统一天下的目标。与前三代相比，本作最鲜明的进步，在于对“武将个性”的强化更加明显：武将拥有更突出的“特性”，新增了听取部下意见的“评定”系统，边境异民族也首次成为外交层面的重要变量；而在战斗方面，除了传统野战与攻城战之外，城内决战与冲车、发石车等攻城兵器也让战场表现更丰富。正因为它在易上手与策略深度之间取得了很好的平衡，《三国志IV》常被许多老玩家视为系列早期成熟化的重要标志。
