『三國志Ⅶ』は、コーエーの『三國志』シリーズの中でも、大きな転換点として語られることの多い作品です。従来のように君主として国全体を動かすだけでなく、本作では登場武将のひとりとして三国時代を生きる「武将プレイ」が大きな柱になりました。舞台は2～3世紀の魏・呉・蜀が争う時代で、統一を目指す歴史シミュレーションである点は変わりませんが、どの武将を選び、どの身分で生きるかによって、見える世界も取れる行動も大きく変わります。君主として勢力を率いることも、軍師や太守として主君を支えることも、在野の身から放浪しながら機会をうかがうこともでき、まさに一人ひとりの人生を演じるような感覚が魅力です。公式のシリーズ史でも、オリジナル武将を含めた武将担当制が最大の特徴とされており、出世、反乱、放浪、交友など多彩なイベントが『三国志演義』由来の歴史イベントと重なって、三国志世界をよりドラマチックに演出すると紹介されています。そのため本作は、単なる勢力拡大型の戦略ゲームではなく、「三国志の人物として生きる」楽しさを確立した名作として今も高く評価されています。
