Un jeu 4X de construction d'empire au tour par tour par Activision, qui raconte son "histoire" par les systèmes : l'essor et la gestion d'une civilisation sur des millénaires, façonnés par votre expansion, votre diplomatie, votre économie et vos guerres. C'est une suite de Civilization: Call to Power, mais le mot "Civilization" a été retiré du titre en raison de changements de licence.
Construisez des villes, faites progresser la technologie, négociez ou combattez, puis poursuivez l'une de plusieurs voies vers la victoire (conquête, paix par alliance permanente, ou voie scientifique du Gaia Controller, plus le score).
