Teitoku no Ketsudan III (1996)
KOEI
Play

Teitoku no Ketsudan III is a large-scale naval strategy simulation set in the Pacific theater of World War II and the third main entry in Koei’s Teitoku no Ketsudan series. Rather than focusing purely on isolated battles, the game places the player in a high-level command role, asking them to manage fleets, bases, military development, and overall campaign direction across a broad theater of war. This gives the game a more operational and strategic tone than many combat games that emphasize only immediate tactical encounters.
The structure of the game is built around a main campaign beginning in 1941, with the player choosing a side and guiding military operations over time, while shorter scenarios based on specific historical battles are also included. Koei’s old product page highlights a number of systems beyond frontline combat, including custom admirals, ship refits, the design of new warships, and the development of new aircraft. It also advertises a substantial unit scale of roughly 200 ships, 100 aircraft, and 20 tanks, which helps explain why the experience feels broader than a simple fleet-versus-fleet war game.
One of the game’s defining strengths is the way it tries to represent war as an interconnected system involving naval forces, air power, infrastructure, and long-term planning. The appeal comes less from momentary spectacle and more from decision-making over time: where to commit strength, how to shape future capabilities, and how to respond as the wider conflict evolves. Because of that emphasis on system depth and theater-level command, Teitoku no Ketsudan III is still remembered as one of Koei’s more notable historical strategy titles from that era.
